Function

The Committee will exercise a monitoring, deliberative and advisory role for the two Councils. The Committee will have no executive decision making power. Its meetings will not be formal meetings of the Councils but will be open to the public, unless the Committee is considering exempt items.

The following terms of references are agreed for the Committee:

  1. To contribute to the development of joint key strategies between the Councils.
  2. To review the opportunities for effective joint working in the shared priority services of the Alliance.
  3. To scrutinise the outcomes of joint initiatives agreed for increased investment from the savings realised by the Alliance.
  4. To consider proposals for joint working from the Alliance Management Team.
  5. To make representations to each Cabinet/Executive in respect of any proposals under consideration based on a consensus of the meeting.
  6. To refer items for independent scrutiny by either or both Councils.
  7. To recommend to each Council any amendments to the established joint working arrangements following monitoring of the same.

Each Council will ensure effective arrangements for the scrutiny of recommendations.
